SISP member survey on the state of the discipline

The survey was conducted using the platform provided by the Laboratory of Political and Social Analysis (LAPS) at the University of Siena from February 15 to March 3, 2024. 215 out of 468 contacts (SISP members) completed the questionnaire (45.9%). The average actual duration of the interview was 13 minutes and 48 seconds.

This dataset provides updated data on the ‘Local Autonomy Index’ (LAI) for a group of 8 Alpine substate entities. It is part of a more articulated project seeking to explore the link between territorial policies and citizens' participation. The subnational entities have been selected in the Alpine Arc countries: in the Swiss confederation, the Cantons Grisons and Valais; in Italy, the Special Status Regions Aosta Valley, Friuli-Venezia Giulia, Trentino-Alto Adige/Südtirol; in the Austrian federal state, the Länder Tyrol and Vorarlberg.

This dataset provides updated and more detailed data on the ‘Local Autonomy Index’ (LAI) for Italy. It is part of a more articulated project seeking to explore the link between territorial policies and citizens' participation. The degree of Local Autonomy has been assessed in Italy in the two main clusters of subnational units, namely the 15 Ordinary Status Regions and the five Special Status Regions. The two clusters enjoy different constitutional and legal prerogatives, which influence the degree of autonomy of their relevant local authorities.

The dataset provides data on Municipal Unions (MUs) in Italy for the 1996-2015 period. Municipal Unions are forms of intermunicipal cooperation aimed at delivering municipal services and characterized by a high degree of formalization and institutionalization. The following 15 variables/indicators are taken into account: Year of establishment of the Municipal Union (Year); number of founding members (N founding members); number of members (N members 2015); number of member municipalities subject to compulsory cooperation by the Italian law (N C members); belonging (Y) or not (N) of all MU member municipalities to a unique Socio-sanitary District (Unique SSD); belonging (Y) or not (N) of all MU member municipalities to a unique Local Work System (Unique LWS); total inhabitants (Inh.N); inhabitants of the smallest member municipality (Inh.S); inhabitants of the largest member municipality (Inh.B); ratio smallest/largest population (Inh.R); average population (Inh.Av.); surface area (sq Km); average surface area (Av. Sur); Territorial Accessibility Index (TAI); Demographic Balance Index (DBI).
The dataset gives systematic information on Municipal Unions established in Italy from 1996 to 2015. Data relate to 2015, unless differently specified. A total number of 462 Municipal Unions is taken into account, that is all those present in the country at the year of data collection.

The dataset provides data on party system change in the 15 Italian Ordinary Statute Regions (OSRs) for 1995-2015. The following 10 indicators are taken into account: Total number of Lists (TL); Number of effective parties in terms of votes (NEPv); Number of effective parties in terms of seats (NEPs); Standard Innovation Rate (SIR), Effective Innovation Rate (EIR); Total electoral Volatility (TV); Total Mergers (TM); Total Splits (TS); Bipolarism Index (BPL); Bipartitism Index (BPT). The dataset covers entirely the period of the so-called Italian Second Republic (1992-2013), namely the period following the judicial inquiry Clean Hands, which caused the implosion of the previous party system. Although the end of the Second Republic is still disputed, we consider the electoral earthquake of 2103 at the national level (Chiaramonte and De Sio 2013; Itanes 2013) to be another turnaround as far as party system change is concerned.
Altogether 14 elections are taken into account and grouped in electoral cycles as follows: first cycle 1990 (elections May 6, 1990); second cycle 1995 (April 23, 1995); third cycle 2000 (April 16, 2000 and November 11, 2001); fourth cycle 2005 (April 3, 2005, April 17, 2005 and November 5, 2006); fifth cycle 2010 (December 14, 2008; March 28, 2010; and October 16, 2011); sixth cycle 2015 (February 24, 2013; November 17, 2013; May 25, 2014; November 23, 2014; and May 31, 2005).
